A special policy aimed at keeping Roseville Police officer in top physical condition could start becoming usual and statewide as a result of a law which has been formally suggested before the California Assembly(议会).
AB 2183, put forward by Assemblyman Todd Spitzer, would set aside $10 million for the creation of a new voluntary fitness program aimed at shaping up California’s 75,000 peace officers. Spitzer, a former officer with the Los Angeles Police Department, said the cost of the program would be balanced out by the millions of dollars saved in medical costs and disability payments for injured and out-of-shape officers.
For Roseville Police officers, physical fitness isn’t just advised, it’s a required part of an officer’s day. Each officer must spend an hour in the department gym before each working period. “We’re trying to break that typical donut(多纳圈)shop image here.” Roseville Police Chief Joel Neves said.
And most officers don’t seem to mind keeping in shape as part of their daily duties. “We have some officers here that are 50 years old running a five-minute mile,” Lt.Mike Allison said. “They’re in great shape. It is a culture that is expected now.” Neves said the required workouts also attract some high quality people who have just joined the Roseville force. “We can truly take the best of the best of the best and bring them to Roseville,” Neves said . “It’s not just the fitness level. On the whole, it’s the belief of the employees in work.”
However, people who object to the idea insist that putting taxpayer dollars toward keeping officers fit isn’t money well spent. “This is an extraordinary rip-off(敲竹杠)of taxpayers,” Jon Coupal with the Howard Jarvis Taxpayers Association said. “ think police officers also need a good night’s sleep, but does that mean taxpayers should be paying for their beds? I don’t think so.”
AB 2183 passed its first vote in the Committee on Public Safety earlier this month and has been passed to the Assembly Appropriations Committee.
  60. What does the special policy aim at?
  A. Affecting the behavior and attitudes of police officers.
  B. Attracting high quality people to the Roseville force.
  C. Saving millions of dollars for the police department.
  D. Helping the police officers in the state stay fit.
  61. We can infer from Paragraph 4 that Roseville Police officers have .
  A. accepted exercising as part of their culture
  B. had a better attitude towards society
  C. been able to run a five-minute mile
  D. created a new statewide culture
  62. Some people are against the policy because they .
  A. want their taxes to be used properly
  B. resist shaping up among the police officers
  C. are aware of being cheated by the government
  D. dislike supporting the government to save money

In 2003 I wrote an article about high gas prices in North America. Here we are about to be in a particular state of 2007 and the price at the pump is vastly higher. This is not a surprising turn of events when we look at all the reasons for the high gas prices we are paying at the pump and on our heating bills.
The usually argued idea by people suffering under high prices is that the oil and gas companies themselves are fixing the pricing system. The majority will find this as reason number one. Most Canadians love to lay the blame on the taxes applied at the pump, and how the oil companies gouge(榨取)the consumers, but they and the media in Canada are ignoring the more important causes.
In Canada, most are unaware that the National Energy Policy, or NEP, has lost its effects partly in the advance of free trade. No longer can the Canadian government try to set up Canadian pricing for oil and gas that is produced and sold in Canada. We completely lose that ability when we signed onto the North American Free Trade Agreement(NAFTA).
What this means is that Canada now has little control over supplies and pricing within our own country. During the free trade negotiations(谈判)the Mexican negotiators had enough ability to prevent writing the American suggestion into law that both Canada and Mexico must hand over a full two thirds of all of our natural gas production. This leaves Canadians paying world market money charged for something that they themselves export.
Right now Canada ships some two million barrels of oil a day south; yet we cannot do anything about setting national pricing structures, thanks to the free trade agreements.
This is not the whole story though. Even if we were to put an end to NAFTA which is our right under the agreement, we may have already given away too much of our resource. In 1997 there were 41 large Canadian oil companies in Canada. Today there are only six. Of the 35 that no longer exist, U.S. companies bought out 21. This is a disturbing trend of foreign takeovers of Canadian natural resources.
  64. Most Canadians think high gas prices are caused by .
  A. the high expenses for laying the pumps for oil transport
  B. the complete control over gas from oil companies
  C. the high taxes collected by gas companies
  D. the less gas production in the whole world
  65. According to the article, what’s the influence of NAFTA on Canada?
  A. It has reduced the number of its oil companies.
  B. Its natural resources have become less and less.
  C. Its national policy on oil has almost been destroyed.
  D. Its oil prices are fixed by foreign countries on the whole.
  66. What does “that ability” in paragraph 3 refer to?
  A. To produce and sell the gas.
  B. To set up Canadian pricing for oil.
  C. To trade freely around the world.
  D. To prevent the American suggestion.
  67. According to the article, whose profits is the author concerned about?
  A. Canadian. B. American. C. Mexican. D. North American.
  68. This article is probably .
  A. a lecture in a school B. a speech on natural resources
  C. a notice in public D. a comment on latest affairs
  D
  Keeping good records
  Everything’s easier if you’re organized.
“Running a house is a lot like running a business,” says Stephanie Denton, an expert organizer in Cincinnati, Ohio. To get a successful control of organizing papers, bills, and other materials, Denton suggests the following tips:
Create a place in which you can always do your paperwork.
This is perhaps the most important point of a successful system.
If you can’t devote an entire desk to the task, at least buy a file cart
to store active paperwork and a two-drawer file cabinet(橱柜)for family records. Store the rolling file cart wherever it is most convenient and comfortable to do your work, whether that is the kitchen, office, or family room.
When in doubt, throw it out . The first step to operating a workable filing system is to remove paper you don’t use, don’t need, or that you could easily access again elsewhere. Throw out old lists, and all of the mailings or offerings you’ll never have a chance to use or even read.
Set aside two days a month to pay bills. If a monthly due date doesn’t fit into your cycle, call up the bank or company that you owe money to and suggest a more convenient date. Keep two folders at the front of your system for present bills(one to each bill-paying day)and file all incoming bills. Keep a list in the front of each folder of what needs to be paid in case the bill never arrives or gets misplaced.
Think of your filing system not as a rigid tool, but as a living, breathing system that can vary to fit your changing needs. A good filing system is both mentally and physically adaptable. Everyone’s needs are different, says Denton, but when designing a filing system, ask yourself: “Where would I look for this?” Create main headings for your filing system, such as Investments(投资), Taxes, Children, and so on, and file separate folders under the main headings. Never fill your files with too many things.
  69. Which of the following tips does the author give?
  A. Removing some papers unless you are in doubt.
  B. Creating main headings for each paper.
  C. Keeping all incoming bills in a folder.
  D. Buying a file cart for storing all files.
  70. In the passage, the author clearly wants to help people .
  A. try to make file cabinets tidy and clean
  B. carry out an effective filing system
  C. know the tips of running their business
  D. learn to deal with the materials successfully
  71. The underlined word in the last paragraph means .
  A. Fixed. B. Active. C. Special. D. Useless
  72. Among the following main headings, you will probably find“Kindergarten records”under
  .
  A. Investments. B. Taxes. C. Children. D. Folders.

  Getting It in Writing
Writing is a system of communication relating to sight that is made up of symbols recorded on a surface. The symbols used in writing stand for words, sounds, or ideas. Writing is a relatively new idea in human history. It is only about 5,500 years old. The earliest writing systems were developed by the Sumerians, Egyptians, and Phoenicians.
The earliest known writing system appeared sometime between 3500 and 3000 B.C. in Sumer, a region in what is now known as the Middli East.Sumerian writing used pictographs, or pictures, that stood for words or ideas. The Sumerians wrote with a pointed stick on wet and flat earth that later dried and hardened.
Around 3000 B.C. the Egyptians, who were very creative, invented a kind of writing known as hieroglyphics. Most hieroglyphs drew whole words, but some of them stood for sounds in words. The pyrus, a type of paper made from a plant fiber(纤维).
The Phoenicians were traders traveling regularly on the sea, and lived along the east coast of the Mediterranean Sea. They were the first to develop a different kind of writing system, around 1000 B. C. Instead of pictographs, Phoenician writing was made up entirely of letters. Their 22 letters stood for consonant(辅音)sounds in words, but vowel(元音)sounds were not stood for. Later the Greeks and Romans used the Phoenician systemas the basis for their alphabets(字母表),adding letters for vowel sounds.
  73. How was the Phoenician alphabet different from the Greek and Roman alphabets?
  A. It had no letters for consonant sounds.
  B. It had no letters for vowel sounds.
  C. It was made up of pictographs.
  D. It had more letters.
  74. Which of the following presents the right order of the writing system in the article?

  75. What is the purpose of this article?
  A. To inform readers about how writing system developed.
  B. To tell readers how the modern alphabet was invented.
  C. To persuade readers to study earliest writing systems.
  D. To describe symbols from ancient writing systems.

  三、One possible version:
Our school has made a survey about how long middle school students can fix their attention in class during each period. The result shows that only 40% of the students can draw their attention to the class, while the rest of them can not concentrate on the lesson. 30% of the students think the problem is caused by all kinds of noises in the classroom; the other part of students consider the lack of sleep and tiredness as the major causes.
Therefore, we advise that the classroom be bright and the air inside stay fresh. As for students, they should try their best to be active in class in order not to be disturbed by others. During the breaks, they can take some exercises or have a little rest in the classroom.
  第二节 开放作文(15分)
  One possible version:
We can see in the picture a man standing in a pair of shoes that are too big for him. He seems to be a little confused but surely he can’t walk with them. I agree with some of my classmates that if people do what isn’t proper for him, they will get into trouble. Everybody must find the ?“shoes” of his own size. Take my cousin as an example. He was crazy about computer when he was in high school, but beyond everyone’s expectation, after graduation he chose to major in history. Finally he had to drop out of the college. It’s really a sad end!

W: I’d love to, but I can only stay for the weekend. I have a test Monday afternoon.
M: I can get you back in time if we leave early Monday morning. You know how the drive is Monday morning!
W: You don’t have to drive me anywhere, Mike. My friend just sold me her car; that’s what I wanted to tell you. Now...how do I get to Indian Lake?

  M: Excuse me.
W: Yes, sir. How can I help you?
M: I’m a guest here; I’m in Room 514. I have some free time this afternoon, so I want to go t o see a park. What would you suggest?
W: Uh...Wrigley Field on a sunny day like today is nice.
M: Wrigley Field...? Don’t young people play baseball there?
W: That’s right. In fact, they have a game there at 4:00.
M: Great, how do I get there?
W: Go north one block and take the subway.
M: Well, the game starts in one hour, so I’d better go now. Thanks for your help!
W: No problem; have a good time!

W: Welcome to the program. This afternoon I’m standing in the middle of the northern Black Forest, with Rainer Sanger.
  M: Good afternoon, Sarah.
W: Rainer, you’re very concerned about this area of the forest, aren’t you? Can you tell us why?
M: Well, much of the forest was wiped out in the terrible storm last winter, as you can see. Many of the trees are dead, and more are dying because of the damage. We believe that the government isn’t doing enough right now to make this beautiful forest get into its former state.
W: I see. But you have spoken to the government about this.
M: We have tried, but each time they say that they haven’t got enough money. They are always using money as the excuse. It’s getting really disappointing!
W: But it’s not just an excuse, is it? They clearly don’t have enough money for everything and the storm was an unexpected occurrence.
M: Of course, we appreciate that, and the point is that actually, we aren’t asking for much money. We would just like their guidance-we can provide volunteers to work on the forest.

  M: Hey Jenny; I’m home.
W: Hi Tom; anything new at work?
M: Yeah. The Lees asked us over to their house for dinner around 6:30 tomorrow night.
W: That sounds fine. Do you know where they live?
M: Well, Harry drew me this map.
W: Wow, it’s hard to read; the words are so small! Where’s north; is it up here?
  M: Uh..., I think so.
W: Okay, then this dark line has to be the freeway. I think he wrote 12253 Waterview Court. Is that right?
M: Something like that. I can check my address book.
W: You know what, Tom? Let’s get on the Internet and print out a better map. What do you think?
M: Yeah, let’s do that. We’ll get lost using this.

Besides, I want to tell you about an attractive program that is going to be on in four days at 8 pm on Channel 12. It’s part of the “Great Minds in Psychology” program that has been on Public TV this year. The subject of Monday’s program will be Sigmund Freud. In the program everything is shown with computer cartoon that makes the explanations really easy to understand. You really should make an effort to watch this show, especially since some questions about Sigmund Freud will be in the exam next Tuesday. Besides, I think you will find the hour-long show both interesting and full of information. Well, that’s all I have for today. Tomorrow is a holiday, so I will see you on Monday afternoon. Oh, and please make sure you bring in your paper when I see you next time. Bye and have a good holiday!
